It's an Arnold quote from End of Days (non Googled answer).
How about (French accent): "Duz yur dug bat?"
-
How about (French accent): "Duz yur dug bat?"
Inspector Clouseau, "The Pink Panther Strikes Again"
Clouseau: Does your dog bite?
Hotel Clerk: No.
Clouseau: [bowing down to pet the dog] Nice doggie.
[Dog barks and bites Clouseau in the hand]
Clouseau: I thought you said your dog did not bite!
Hotel Clerk: That is not my dog.
Here's mine:
"I've sent in my application to the Real World. So I'm hoping to hear back from that. I'm putting A LOT of my eggs into that basket, the MTV basket. I'm also thinking about getting a gun, and dealing crack. Being a crack dealer. Not like a mean crack dealer, but like... like a nice one. Kinda friendly like, "hey, what's up guys? Want some crack?" I'm just waiting on those two things to flesh themselves out."

Without Google (one of my favorite films) Casablanca?
Try this one.
1st character: '…I am constant as the northern star… '
2nd character: 'I’d give real money if he’d shut up'

Stand By Me?
Answered already; End Of Days.
Here's another: "Him? He's harmless. Back in the '60s he was part of the peace movement at Berkeley. I think he did a little too much LDS"...
-
Try this one.
1st character: '…I am constant as the northern star… '
2nd character: 'I’d give real money if he’d shut up'
Star Trek VI: The Undiscovered Country - one of Christopher Plummer's best performances, and one of the best Star Trek lines.
Here's another:
A. "If I'm to hear myself called an Englishman, sir, I assure you I prefer I'd remained asleep."
B. "What's so terrible about being called an Englishman? The English don't seem to mind."
A. "Nor would I, were I given the full rights of an Englishman. But to call me one without those rights is like calling an ox a bull. He's thankful for the honor, but he'd much rather have restored what's rightfully his."
-
This is it... This is where Forrestal cashed in...

The above is from the movie titled, 1776. A = Benjamin Franklin. I don't know who B was.
Spoken with a thick southern accent by a character actor, no longer with us, who spoke one of the most memorable lines in a subsequent film:
Hermanos de mi alma, hermanos de my corazón

OK, had to cheat - "Brothers of my soul, brothers of my heart"? I was thinking music movies and trying to remember if anybody said something like that in La Bamba, but no...
At any rate, in the process, I found an interesting review of Harper that included the line "The film also isn’t helped by a plot that’s so convoluted and directionless The Big Sleep seems like a model of clarity by comparison"
How about something a little more low brow:
"We are wasting valueless time here"

Harper is correct and so is your translation.
Strother Martin, who in a later movie spoke the line, "what we have here is failure to communicate" spoke those Spanish words.
Unfortunately, I don't recognize, "we are wasting valueless time here" but I am curious about it so I'll probably search the internet to find out.
