I don't feel that moderators are obligated to explain their decisions, but it is certainly nice when the rationale is shared with the membership. 
Other forums that I've visited outright prohibit the open questioning of a moderator's decision and immediately delete any such references. 
So, it's nice that this environment welcomes the respectful questioning of forum operations.
